A thread on the Team-SiMPLE forums pointed out a Reddit discussion that suggested running a utility that flushes all the different "waiting to be purged or reused" memory was alleviating "game stuttering" symptoms that had only started since Windows 10 1709 release. (The "Fall Creators Update" from September 2017.)

If you have Windows 10 and "low amounts of physical memory available" (e.g. a 4GB or even 8GB machine, depending on what you leave running), maybe this could apply to symptoms you're seeing that "only happen to you" and not everyone on the server.

It's not clear that Battlefield 1942 really pushes the system resources aggressively enough to encounter the issues a game like Battlefield 1 would. Nor would I expect someone with ample physical RAM (e.g. 16GB, 32GB, more) to necessarily be seeing this in the first place with Battlefield 1942, regardless. But just wanted to pass the information along in case its something you might want to try.
