How to mod a map without having to make downloadable

How does one go about modding a map without having to make the map a download. I'm talking placing vehicles and flags or adding boost vehicles. I have some great ideas.

I'm no mapper, but I'm pretty sure you can just use Battlecraft to change vehicle spawns and flag locations and it won't make it so you have to redownload.
